Most password managers integrate with your browser and aim to fully automate the process of capturing and replaying credentials for secure websites. KeePass (free), an open source tool, takes a rather different approach. While it doesn't automate capture of secure credentials, it can log in to websites using any browser and can also handle application passwords. It's also absolutely loaded with configuration options; a tinkerer's dream!

KeePass's wealth of options is noticeable right from the start. When you first create your database, you can choose to define a strong master password for encryption, use a file as the encryption key, or both. If the key file resides on a USB drive, you've just enabled two-factor authentication. In addition, if you never plan to use KeePass on a different PC you can lock the database to the currently active Windows account.

For extra security you can turn on the product's secure desktop option. With this setting active, when KeePass presents its master key entry dialog it suppresses other processes, to protect against keyloggers and other tracking tools.

KeePass can import from over 30 other password managers, including Kaspersky Password Manager 4 and RoboForm Desktop 7. The free LastPass 2.0 wasn't on the list, but I had no trouble exporting to CSV and importing that file to KeePass. Doing so did require that I match up the fields from my CSV file with field names in KeePass, but a preview window made it easy to see when I got the matchup right. Do note that any time you transfer passwords via a plain-text CSV file you should securely delete that file afterward.

By default your database is strictly local. You can move it to a USB drive for added security. Conversely, you can sync it to a URL online in order to use it across multiple PCs. Of course you must supply the online storage; it's a very do-it-yourself system.

Configurable Password Generation
Most password managers include a password generator. Most, like LastPass and RoboForm, let you choose which characters will be included. With next to no settings for password generation, Dashlane is an exception. KeePass's password generator deserves special attention for its flexibility.

With KeePass you can choose to include uppercase letters, lowercase letters or numbers. Where most password generators lump all the rest into "special characters," KeePass handles dash, underscore, and brackets separately from the rest. It can also optionally include the space character and "High ANSI" characters like ? and ?, if you find any applications that support them.

KeePass can generate hexadecimal keys of varying lengths, like those used for WEP and WPA authentication. It's even possible to define a pattern of character types that KeePass will match precisely. A preview tab displays a whole page of passwords matching the current pattern.

It?s fair to criticize Idaho leaders for just starting the process of establishing a health insurance exchange when so many other states, including Washington, are much further along. It?s tempting to let gambling lawmakers face the consequences of putting all their chips on ?Supreme Court repeal.? Problem is, it?s uninsured Idahoans who would be?harmed.

So to the extent the Obama administration can still bail out Idaho, it?should.

The Affordable Care Act included provisions for setting up insurance exchanges. States could apply for money and establish their own (provided certain federal guidelines were met), or they could let the feds do it for them. The idea is to create an Expedia-type experience, where consumers can log on and comparison shop for insurance?plans.

Gov. Butch Otter, no fan of health care reform, wanted the state to take the federal money and get started. His thinking: If the high court were to repeal the law, Idaho wouldn?t lose any money. But the Legislature rejected this sound reasoning and decided to wait. The deadline for applying for the grants came and went, and the Supreme Court upheld the?law.

It would be best if each state could tailor the health insurance exchanges to their needs, but Idaho is one of 17 states scrambling to find the money and get started. Last week, the Exchange Working Group held its first meeting in Boise, listening to presentations on how it all?works.

It?s awfully late to be taking Introduction to Exchanges when the final exam is about a year away. The law kicks in on Jan. 1, 2014, but consumers will need several months before that to shop the exchange and make purchases. Idaho still needs to decide on a basic health care plan and what it will cover. It needs a website and advisers to educate consumers. It needs a marketing plan. And it needs the feds to sign off on the exchange before it can start selling?insurance.

In short, Idaho needs help if its uninsured population is to get?help.

It would be smart for the feds to funnel money to late-starting states that are making a genuine effort to establish exchanges. Much of the success of health reform will rest on how smoothly the purchasing process goes. Shoppers are as apt to blame the Obama administration as Idaho lawmakers if the experience is a?nightmare.

If the clock runs out on Idaho, then the feds might have to establish the initial exchange. However, control could be gradually shifted back to the state if the feds would agree to a?partnership.

Yes, there might be short-term pleasure in sticking it to defiant state lawmakers, but federal officials need to keep their eyes on the larger prize, which is providing health care coverage to the previously uninsured. By the same token, Idaho legislators need to drop their anti-reform?pose.

Time is short and cooperation is imperative. Partisan politics will cure?nothing.

Texas Air Force instructor gets 30-day sentence

SAN ANTONIO (AP) ? A military jury on Thursday sentenced a Texas Air Force basic training instructor to 30 days of confinement and reduction in rank for his part in a sex scandal at one of the busiest military training centers in the nation.

Tech. Sgt. Christopher Smith received his punishment after the seven-member jury deliberated for five hours, according to Oscar Balladares, spokesman for Lackland Air Force Base in San Antonio. The sentencing, which capped a three-day court-martial at the base, includes a reduction in rank to airman first class.

Smith was convicted Wednesday of wooing one female trainee and fraternizing with another at Lackland. He was acquitted of making sexual advances on the female trainee he wooed and of obstructing justice.

Investigators say at least 38 female trainees were victimized and 15 instructors implicated.

Last month, a military jury gave Staff Sgt. Luis Walker a 20-year sentence after the former instructor was convicted of rape and sexual assault. The counts against Walker were the most severe in the investigation.

Lackland is where all Air Force recruits go through basic training. It has about 500 instructors for about 35,000 airmen who graduate every year. While one in five recruits are women, most instructors are men.

Six of the 15 instructors being investigated have been charged, with Walker and another instructor, Staff Sgt. Peter Vega-Maldonado, already having been court-martialed. Vega-Maldonado admitted in June to having sex with a female trainee and he was given 90 days of confinement as part of a plea deal.

Courts-martial have been set for three more trainers, with Master Sgt. Jamey Crawford scheduled for trial Sept. 5. He stands accused of having a wrongful sexual relationship with a trainee, wrongfully providing and consuming alcohol with a trainee and committing adultery with the trainee.

A two-star general, Maj. Gen. Margaret H. Woodward, has launched a separate, independent probe. Nearly 80 members of Congress have called for a hearing.

Meanwhile, a Republican senator had blocked a vote on the White House pick for Air Force chief of staff over the service's response to the scandal. In a statement last week, Sen. John Cornyn of Texas said he put a hold on the nomination of Gen. Mark Welsh "until I feel the Air Force is adequately addressing the unacceptable situation at Lackland and taking corrective steps to reform their training program to prevent this from happening again."

However, Cornyn rescinded the hold Thursday after meeting with Welsh to discuss the Lackland scandal. Welsh succeeds Gen. Norton Schwartz as head of the Air Force.

The sexual misconduct at the base apparently began in 2009, but the first woman didn't come forward until last year. The first allegations were levied against Walker.

The Air Force has permanently removed Walker and 35 other instructors for a variety of reasons that include misconduct, failure to meet standards and medical issues.
