Get your plan for family and pets in place for hurricane season ...

Although we?ve experienced quiet hurricane seasons the past couple of years, it doesn?t mean we should let our guard down. Hurricane season is June 1 through Nov. 30, and now is the perfect time to review plans and consider all the possible scenarios, including one that would call for an evacuation. And when pets are involved, it?s especially important to be prepared.

The first step is ensuring that pets are up to date on their vaccinations. If you plan to stay at a pet-friendly hotel, you often have to provide proof that the animals have all their shots. The next step is making sure that you have copies of their records on hand. It?s best to have them packed in a travel case.

You also want to make sure that your pets have proper identification and that they are always wearing their collars. My pets? collars have several tags ??? rabies tag, microchip tag and a double-sided engraved identification tag that has their name and my address and two phone numbers.

Using both a traditional ID tag and a microchip is most effective. Should your pet become separated from its collar, the microchip is that additional backup.

A crucial part of the microchip system is ensuring that your microchip provider has all of your current information. As you begin your preparations, take a moment to call the provider?s 1-800 number to ensure that all of your information is indeed up to date.

You?ll also want to ensure that you have an evacuation destination in place outside of the hurricane zone in advance of an evacuation order, such as the home of family or friends, a boarding facility (outside of a disaster area) or a pet-friendly hotel.

Two recommended websites are www.petswelcome.com or www.pets-allowed-hotels.com.

If you don?t have a computer, you can research the information at the local library. I also recommend a very informative book published by the American Automobile Association: ?Traveling with Your Pet ?? The AAA PetBook.?

The book lists more than 13,000 pet-friendly accommodations, updated annually. It?s available in both paperback and digital version, and you don?t have to be a member to purchase it.

Google sends Chromebooks to some Best Buy and Dixons stores

Google is getting serious about spreading the reach of Chromebooks. At its day two I/O keynote, it just revealed that the Chrome OS laptops are in 100 Best Buy retail stores across the US, effective today. British stores are getting a similar amount of care with a Chromebook presence in Dixons stores throughout the UK. We're still waiting on more details, such as which models will grace shelves, but there's good reason to suspect that Samsung's Series 5 550 will be front and center. If you haven't had the chance to make it out to a library or a cross-country flight to try a Chromebook for yourself, all you'll have to do now is swing by the local electronics shop to give that cloud computer a real shakedown.

TITLE IX: Long Beach was decades ahead of most cities in ...

When Title IX legislation was passed on June 23, 1972, it broke landmark ground for women in high school and college sports by mandating equality and opportunity in scholarships and participation.

In Long Beach, however, its passage wasn?t celebrated as something new as much as the latest step in a movement the city embraced two decades earlier.

Long Beach was ahead of the curve when it came to supporting women?s athletics and there was no conceit in town that sports were something just for boys or men.

Youth programs within the Parks, Recreation and Marine Department were there for both genders. The city?s abundant park space and recreational facilities drew as many women as men, especially in sports like tennis.

Club programs flourished in track, swimming and volleyball. As early as 1962, Long Beach State was fielding women?s teams, and between 1970 and 1979, the 49ers won five national championships (in badminton, field hockey and volleyball) and had nationally competitive teams in basketball, fencing and rowing.

Even though Title IX was passed in 1972, its implementation was slow and the NCAA went to court twice to stop it. It wasn?t until 1982 that the first NCAA championships for women were held.

A timeline shows exactly how forward thinking and accommodating the city was.

1952

Pat McCormick won two diving gold medals at the 1952 Olympics and then repeated the task in 1956, a feat unequaled?until Greg Louganis did it in 1984. Not bad for someone who began her career jumping off bridges in Naples.

The first woman to compete in the Olympics from Long Beach, the Wilson High product was just one of the many local kids who took advantage of the plentiful water spots. Besides running around Naples, she made the Colorado Lagoon tower ? one of only two diving towers in Southern California at the time ? her favorite spot in town and bugged the legendry Pete Archer for tips.

?It was just so much fun cavorting as a kid in town,? McCormick said of those days. ?I?d go with my brothers and friends in Naples. The old Pacific Coast Club had a 3-meter board, and that was about it, so we went there.

The lagoon tower wasn?t always open to the public, but the captain would open it for us. We felt it was the greatest thing since iced tea. There was nothing better than diving off and touching the mud at the bottom.

?I?d see Pete and ask him how to do a half-gainer, and he?d say `run, make like you?re kicking a football, and then put your head back.?? Once Archer noticed how proficient McCormick was, he put her in contact with the Los Angeles Athletic Club, where most of the top area divers were training.

McCormick was the first woman to be inducted into the World Swimming Hall of Fame, was in the inaugural Hall of Fame class for the Long Beach Century Club Hall of Fame, and was the club?s first-ever Athlete of the Year.

1959

A tomboy who wanted to be just like her baseball-playing brother Randy, Billie Jean Moffitt (King) played several sports until finally finding her niche on the public tennis courts in Long Beach.

She made Houghton Park her home-away-from home and took advantage of the park?s dedicated program of instruction with well-

respected coach Clyde Walker and was winning youth tournaments before she was a teenager.

In 1959, she played in her first major, the U.S. Open, at the age if 15. In 1960, she won her first pro title, and was hoping to go to Wimbledon but the Poly High principal wouldn?t give her the time off from school.

A year later, the Century Club and a group of tennis patrons donated $2,000 so she could play at Wimbledon, where she won the first of 39 Grand Slam titles, in women?s doubles.

?It was a different time,? King said. ?There were still people out there who thought women didn?t have a place in sports. The principal at Poly who wouldn?t give me time off said I?d never play professional tennis. But at the same time that we had public parks programs were encouraging women.

?I like to say that I was geographically lucky. If I hadn?t been raised in Long Beach, maybe I don?t have the public programs that gave me that first opportunity.

?I had a teacher in the third grade who told me I was an athlete and should compete, and parents who encouraged me. There were adults at the courts who would hit with this 12-year-

old girl. There were the Long Beach tennis patrons and the Century Club who supported me getting to events. And in Clyde I had a real coach who believed in me.?

Twelve years after that first pro tournament, in 1973, less than a year after Title IX was passed, King was playing tennis on national television against Bobby Riggs, a hustler who dogged King into ?The Battle of The Sexes? and then was beaten in three sets by King, forever changing the notion of what women can do in sports.

1960-1970s at the Beach

In the ?60s, Dr. Fran Schaafsma organized virtually the entire women?s program at Long Beach State, establishing beachheads in a dozen sports and organizing competition and conferences with other area schools ? all this prior to the creation of the Association of Intercollegiate Women?s Athletics, the women?s first national collegiate organization.

The women?s volleyball program was a national power ever year under Schaafsma and Dixie Grimmett, Grimmett?s 1972 and 1973 teams winning AIAW championships.

The badminton team won national titles in 1970 and 1974; the field hockey team won a title in 1979, beating Penn State; and the fencing program was a powerhouse in the west in the ?60s and ?70s under Jo Redmon. The first AIAW national basketball tournament was hosted by Long Beach State, in 1970.

?Fran was the one who initiated the programs at Long Beach State and started working with all of the schools,? said Grimmett, the volleyball coach from 1972 to 1985 and longtime campus administrator.

?When I first started coaching, we had five volleyball teams, a varsity and JV team in one league, a varsity and JV team in another, and a fifth team that played against junior colleges. We accommodated all of the women who came out for the team.

?In the ?70s, we fielded 15 sports at one time when you included the coed teams. There were club teams in some sports like track and AAU basketball, but most everyone else was coming from parks programs. There were no high school programs feeding colleges except the Catholic High Schools.?

1964

When women?s volleyball was added to the Olympic program in 1964, there was scant organization of the sport. The U.S. Volleyball Association was the governing body, which was essentially a collection of club teams.

The Long Beach Shamrocks were a perennial champion, winning national titles eight times in nine years from 1962 to 1970. So the nucleus of the first two Olympic teams came from the Shamrocks of 1964 and 1968. Mary Jo Peppler (Millikan) and Barbara Perry (Long Beach State) were two of the three women who played on both teams, and 10 members of the first two teams were Shamrocks.

1968

In 1968, Susie Atwood, not yet a high school student, represented the U.S. on the Olympic swim team, and four years later she won a bronze and silver medal in Munich.

She grew up swimming in the Lakewood Aquatics program operated by Jim Montrella.

?Jim didn?t view men or women any differently,? Atwood said. ?We swam together and trained together. It always seemed we had the same number of women as men. He was progressive for the time. He wasn?t the kind of coach who ever babied anyone, and that went for the females, too ? and there were times when we wish he would have babied us.?

There was no organized high school swimming in the CIF in 1968. When she made the ?68 team for the Mexico City Olympics, which were held in October, she took her Millikan school books on the road with her to keep up with her studies.

?I missed a lot of the first quarter, but I was able to keep up with my studies and pass my classes ? except one. In physical education, I got an incomplete because I wasn?t there. It was the perfect example of the mindset in high school sports at the time. That was the first time I had the sense that being a female athlete wasn?t cool for some people.?

Things changed. Atwood went to Long Beach City College after high school while training for the 1972 Olympics. She went to Hawaii for undergraduate work because it was one of the few schools giving scholarships to women. She eventually went to Ohio State for grad work, where she served as the women?s swim coach ? the first woman to ever coach a Big Ten sports team.

In the same year, Bud Marquette?s Los Alamitos-

based SCATS gymnastics program ? the first professional gymnastics club ? sent two women to the Olympics, with 16-year-old Cathy Rigby posting the best-ever result by an American woman.

1972-1976

Three well-known club teams came of age in the ?70s, Lakewood International, the Pacific Coast Club and Long Beach Comets, and 10 women from those three clubs made the 1972 and 1976 Olympic teams, including Kate Schmidt, who became the first area woman to win a track medal with a bronze in the javelin.

The best known of those 10 had a head start. Poly?s Martha Watson made four consecutive Olympic teams (1964-68-72-76).

1976

Wilson water polo coach Bob Gruneisen was watching a club water polo game and noticed a tall, lanky swimmer who showed some real talent. So he promptly invited Maureen O?Toole to join his Wilson High team ? the boys team, where she earned CIF acclaim as a senior.

After her high school career, she played for Monte Nitzkowski on the Long Beach City College men?s team and continued to play on men?s teams until she went to Hawaii, one of the few schools offering scholarships. She would go on to become a staple of the women?s national team and is widely considered the best player in women?s water polo history.

?If someone told me as a youngster that I?d grow up playing water polo, I would have broken out in laughter and told the person he was crazy,? O?Toole recalls. ?Especially playing with and against men.

?I remember being slugged a couple of times in high school for no reason at all, and I was roughed up on a few other occasions. But it just made me play harder.

?What I did to overcome physical disadvantages when I was playing against men was to be smart and always try to anticipate what was going to happen.

?I wouldn?t have ever gotten into water polo if I had grown up somewhere else. I would have ended up swimming or maybe making the jump to volleyball.?

1970-76

The Long Beach Rowing Association opened its doors to women in 1970, and in amazingly quick fashion, produced a stunning 11 members of the 1976 U.S. Olympic team, including Joan Van Blom, who became the first American rower to medal in the Olympics with a silver in the single sculls.

In the same era (1972), Long Beach State student Jane Loomis launched a women?s crew program at the university that endures today in association with the LBRA.

1970-80

In what would be the last crescendo before Title IX was fully implemented by the NCAA in 1982, the Long Beach State women?s basketball team was a perennial postseason performer, leading up to the hiring of Joan Bonvicini in 1979-80, when she went 4-1 in postseason play.

She would win 325 games in her career at Long Beach and twice reached the NCAA Final Four.

US approves first obesity drug in 13 years

US regulators on Wednesday approved the first drug to treat obesity in 13 years, a drug called lorcaserin, marketed as Belviq and made by Arena Pharmaceuticals.

The drug works to control the appetite through receptors in the brain and was approved as additional therapy for certain overweight and obese patients, combined with diet and exercise.

Trials showed the drug helped people lose an average of three to 3.7 percent of their body weight after a year when compared to a placebo, the US Food and Drug Administration said.

It is approved for use in obese adults with a body mass index of 30 or greater, or overweight adults with a BMI of 27 or greater who have at least one other condition such as high blood pressure, type 2 diabetes, or high cholesterol.

Arena's stock opened the day at $9 per share and jumped as high as 47 percent on news of the US approval. The company said it is also seeking approval on the European market, but has no timeline yet for a decision.

Janet Woodcock, director of the FDA's Center for Drug Evaluation and Research, described obesity as "a major public health concern," and said the new drug offers a treatment option when used "responsibly in combination with a healthy diet and lifestyle."

However, the FDA warned that Belviq is not for women who are pregnant or nursing, and called for further long-term postmarketing studies on the drug's potential risks.

The label will also recommend that Belviq be discontinued in patients who fail to lose five percent of their body weight after 12 weeks of treatment.

"These patients are unlikely to achieve clinically meaningful weight loss with continued treatment," said the FDA statement.

Belviq activates the serotonin 2C receptor in the brain, and may cause serious side effects if taken in combination with certain medications for depression and migraine that increase serotonin levels or activate serotonin receptors.

"Belviq may also cause disturbances in attention or memory," said the FDA.

Common side-effects in patients without diabetes include headache, dizziness, fatigue, nausea, dry mouth, and constipation.

In diabetic patients, side effects may include low blood sugar, headache, back pain, cough, and fatigue.

Lorcaserin was rejected in 2010 by the Endocrinologic and Metabolic Drugs Advisory Committee, which advises the FDA, over concerns that it formed breast tumors in rats.

But those effects did not appear in trials on overweight and obese humans.

An independent advisory committee to the FDA recommended the drug be approved in May after three randomized, placebo-controlled trials of nearly 8,000 patients spanning one to two years.

"All participants received lifestyle modification that consisted of a reduced calorie diet and exercise counseling," the FDA said.

"Compared with placebo, treatment with Belviq for up to one year was associated with average weight loss ranging from three percent to 3.7 percent."

Some patients with type 2 diabetes experienced higher levels of weight loss, with 38 percent of these patients achieving at least five percent loss of their body weight compared to 16 percent who did the same on a placebo.

The pills will be manufactured at Arena's facility in Zofingen, Switzerland, and will be distributed in the US by Eisai Pharmaceuticals.

Arena is headquartered in San Diego, California.

According to Michael Aziz, internist at Lenox Hill Hospital in New York City, the biggest apparent drawback to the drug is the tiny amount of weight loss that patients experience while taking it.

"The only problem with this drug is the weight loss is so, so very low," Aziz told AFP, remarking that a 200 pound (91 kilogram) person might lose just six pounds (2.7 kg) in a year, based on the study data.

"That is so insignificant," he said. "I think people should also implement lifestyle changes because the fact is, people can lose one pound a week and that is perfectly healthy."

The last anti-obesity drug approved in the United States was Xenical (Orlistat) by Roche in 1999.

Sold over the counter as Alli by GlaxoSmithKline, it works by preventing the body from absorbing fat, though its tendency to cause gastrointestinal side effects such as oily, loose stools have curbed its popularity among patients.

(AP) ? Speaker John Boehner (BAY'-nur) says the House will move forward with a contempt of Congress vote against Attorney General Eric Holder over the botched gun-tracking operation known as Fast and Furious.

The Ohio Republican told reporters Wednesday that last-minute talks with the White House about releasing documents had failed to avert the vote. President Barack Obama has asserted executive privilege to keep the documents secret, but Republicans say there's no basis for that.

The issue has political implications this election year. The National Rifle Association is keeping score, prompting some Democrats to join Republicans in voting for contempt. Such a citation would not cause the release of more documents on the operation, in which guns were allowed to "walk" from Arizona to Mexico in hopes they could be tracked.

When we initially did our Nook Tablet / Kindle Fire battle royal, the choice between the devices for comics fans largely came down to the preference between the Marvel and DC universes. The lines, however, are blurring. Thanks to today's announcement, Justice League fans should find as much to love in the Nook Tablet and Color as Avengers devotees. How the brain responds to and processes images of people from different racial groups is an emerging field of investigation that could have major implications for society. Psychologist Elizabeth Phelps of New York University, in New York, who in 2000 led one of the first studies in this area, tells Nature what her latest review of the field reveals about the neuroscience of race.

What does psychology tell us about race?
Social psychologists differentiate between the attitudes that people express and their implicit preferences. This can be studied using the implicit association task, which measures initial, evaluative responses. It involves asking people to pair concepts such as black and white with concepts like good and bad. What you find is that most white Americans take longer to make a response that pairs black with good and white with bad than vice versa. This reveals their implicit preferences.

What did your review of the neuroscience literature show?
My colleagues and I found that there?s a network of brain regions that is consistently activated in neuroimaging studies of race processing. This network overlaps with the circuits involved in decision-making and emotion regulation, and includes the amygdala, fusiform face area (FFA), anterior cingulate cortex (ACC) and dorsolateral prefrontal cortex (DLPFC).

What did your previous work show?
Our 2000 study was the first to link race preference to brain activity. We measured the eye-blink startle, a reflex response that people display when they hear a loud noise, for example. A lot of studies have shown that this reflex is potentiated [enhanced] when people are anxious or in the presence of something they think is negative. We found that implicit preferences were correlated with potentiated startle, and that both were correlated with the amount of amygdala activation.

How does the neuroscience fit with the psychological model?
Activity in the FFA isn?t surprising, because all of these studies use photos of faces. The amygdala is involved in emotions, and might be linked to the automatic evaluations we make when we see people from other racial groups. We think that the ACC and DLPFC are involved in more complex functions. People tend to show unintentional indications of race bias, even when they are motivated to be non-prejudiced, so the ACC may be involved in detecting these conflicts. You can have an implicit bias and choose not to act on it, and the DLPFC may be trying to regulate the emotional responses that conflict with our egalitarian goals and beliefs.

What about people who are overtly prejudiced?
Finding differences in people with extreme views wouldn?t be too surprising, but I?m not sure we?d see anything more than an exaggerated [emotional] response. We?re more interested in ?normal? people. Those who are more internally motivated to be non-prejudiced show greater ACC activity, whereas those who hold extreme views obviously have explicit, intentional race bias and don?t care about controlling their emotional responses.

What are the societal implications of this research?
Most white Americans we studied show an implicit preference for their own group. They don?t have bad intentions, but because they?ve associated black people with, say, criminality so many times, their decisions are infused with that association, whether or not they believe it?s accurate. There?s evidence of unintentional race bias at every stage of the legal process. Despite the fact that it aims to be egalitarian, sentencing is vastly different for African Americans. The bias is also there in employment.

How should this research progress?
We need to investigate how our implicit preferences are linked to the choices and decisions we make. We want to use this knowledge to reduce the unintended consequences of race bias ? the things we do that aren?t consistent with our beliefs. One problem is the lack of funding for this type of work. It?s very hard to fund this kind of research because it?s not really relevant to health. One way to go would be to apply the sophisticated tools of neuroeconomics to investigate how unintentional bias affects our decision making. The research could also be linked to emerging work on controlling emotions.

A condition that temporarily causes heart failure in people who experience severe stress might actually protect the heart from very high levels of adrenaline, according to a new study published in the journal Circulation. The research provides the first physiological explanation for Takotsubo cardiomyopathy, also called "broken heart syndrome" because it affects people who suffer severe emotional stress after bereavement, and suggests guidance for treatment.

Around 1-2% of people who are initially suspected of having a heart attack are finally discovered to have this increasingly recognised syndrome.

The Imperial College London study, which simulated the condition in an animal model, suggests that the body changes its response to adrenaline by switching from its usual role in stimulating the heart to reducing its pumping power. Although this results in acute heart failure, most patients make a full recovery within days or weeks.

The researchers propose that the switch in the heart's response to adrenaline might have evolved to protect the heart from being overstimulated by the particularly high doses of adrenaline that the body releases during stress.

Patients with Takotsubo cardiomyopathy, most often older women, experience symptoms that resemble a heart attack, but heart tests reveal no blockage in the coronary arteries; instead the heart has a balloon-like appearance caused by the bottom of the heart not contracting properly. The same condition is sometimes seen in people who are injected with adrenaline to treat severe allergic reactions.

In this new research, the authors simulated the condition by injecting high doses of adrenaline in anaesthetised rats. In these rats, as in Takotsubo patients, heart muscle contraction was suppressed towards the bottom of the heart. The researchers found that these rats were protected from an otherwise fatal overstimulation of the heart, indicating that adrenaline acts through a different pathway from usual, and that this switch protects the heart from toxic levels of adrenaline.

The study also examined drugs that might be useful for treating Takotsubo cardiomyopathy. Some beta blockers, used to treat high blood pressure, angina and heart failure, reproduced or enhanced the features of Takotsubo, giving new insights into the protective effects of these drugs. Levosimendan, a different type of drug given in heart failure to stimulate the heart without going through the adrenaline receptor pathways, had a beneficial effect.

"Adrenaline's stimulatory effect on the heart is important for helping us get more oxygen around the body in stressful situations, but it can be damaging if it goes on for too long," said Professor Sian Harding, from the National Heart and Lung Institute (NHLI) at Imperial College London, who led the study. "In patients with Takotsubo cardiomyopathy, adrenaline works in a different way and shuts down the heart instead. This seems to protect the heart from being overstimulated."

Study co-author Dr Alexander Lyon, also from the NHLI at Imperial, and consultant cardiologist at Royal Brompton Hospital, set up one of the first specialist services in the UK to look after people who have experienced Takotsubo cardiomyopathy. "Currently it is not fully known how to treat these patients," he said. "Insights from this work show that the illness may be protecting them from more serious harm. We've identified a drug treatment that might be helpful, but the most important thing is to recognise the condition, and not to make it worse by giving patients with Takotsubo cardiomyopathy more adrenaline or adrenaline-like medications."

"At the Royal Brompton Hospital and Imperial College London we are leading a European initiative to bring together experts to understand this recently recognised cardiac syndrome, and we hope the findings from this work will lead to new treatment strategies for these patients during the acute phase of their illness, and to prevent recurrence".

The study was funded by the British Heart Foundation (BHF), the Wellcome Trust, the Biotechnology and Biological Sciences Research Council (BBSRC) and the Academy of Medical Sciences.

Rain from Tropical Strom Debby drenches Florida

MIAMI (AP) ? Tropical Storm Debby spun drenching rains Monday over northern Florida as it hung nearly stationary over the Gulf of Mexico, threatening to inundate low-lying neighborhoods.

Tropical storm warnings were in effect along the Florida Panhandle as the storm parked offshore. Even with the storm's center far from land, it lashed Florida with heavy rains and spawned isolated tornadoes that killed at least one person.

And in Alabama, crews planned to continue searching for a South Carolina man who disappeared in rough surf Sunday afternoon. The man, whose name and hometown were not immediately released, was vacationing with his family when he went underwater around 1:45 p.m. Sunday, said Melvin Shepherd, director of beach safety for Orange Beach, Ala.

The storm also prompted the closing of the sole bridge to St. George Island, popular vacation island in Florida.

Residents in several counties near the crook of Florida's elbow were urged to leave low-lying neighborhoods because of the threat of flooding. High winds forced the closure of an interstate bridge that spans Tampa Bay and links St. Petersburg with areas to the southeast. In several locations, homes and businesses were damaged by high winds authorities believe were from tornadoes.

Authorities in the Tampa Bay area were asking residents and tourists to stay away from flooded streets. Some streets were still under water early Monday, while others were blocked with debris.

The constant barrage of wind and rain triggered fears of the widespread flooding that occurred across the Florida Panhandle during Hurricane Dennis in 2005. Officials on Monday said the main bridge to St. George Island was closed as the storm loomed. Power was already out on the island and authorities said it could be out for days.

As of 8 a.m. EDT Monday, Debby's center was essentially stationary about 90 miles (145 kilometers) south-southwest of Apalachicola, Fla. Debby's top sustained winds were around 50 mph (85 kph) with little change in strength expected over the next day or so. The forecast map indicated the storm could inch forward through the week, eventually coming ashore over the Panhandle. However, a storm's path is difficult to discern days in advance.

Underscoring the unpredictable nature of tropical storms, forecasters discontinued a tropical storm warning Sunday afternoon for Louisiana after forecast models indicated Debby wasn't likely to turn west. At one point, forecasters expected the storm to come ashore in that state.

"There are always going to be errors in making predictions. There is never going to be a perfect forecast," said Chris Landsea, a meteorologist at the National Hurricane Center.

A major concern will be flooding from heavy rainfall. The storm is moving slowly, allowing its clouds more time to unload rain. A public advisory said parts of northern Florida could get 10 to 15 inches of rain, with some areas getting as much as 25 inches.

The Highlands County Sheriff's Office said in a news release that several tornadoes moved through the area southeast of Tampa, damaging homes.

Sheriff's Office spokeswoman Nell Hays said a woman was found dead in a house in Venus that was destroyed in the storm. A child found in the same house was taken to the hospital. No further information was available on the child's condition or either person's age.

Authorities urged residents to leave low-lying neighborhoods in Franklin, Taylor and Wakulla counties because of flooding. Shelters were open in the area.

Wind tore the roof off a marina in St. Pete Beach, and a pier was heavily damaged, said Tom Iovino, a Pinellas County government spokesman. He said no injuries were reported.

As of Sunday, 23 percent of oil and gas production in the region had been suspended, according to a government hurricane response team. Employees have been evacuated from 13 drilling rigs and 61 production platforms in the Gulf of Mexico.

The storm was not expected to result in higher oil and gas prices.

"It's largely a non-event for oil," said Tom Kloza, chief oil analyst at the Oil Price Information Service.
